Chadwick Bay Regional Development Corporation







The Chadwick Bay Group was founded by 9 municipalities in the region of northern Chautauqua County.  In 1996 the group achieved the designation of a Champion Community region by USDA Rural Development.  The current member communities are the City of Dunkirk, Towns of Dunkirk, Hanover, Pomfret, Portland and Sheridan, and the Villages of Brocton, Fredonia and Silver Creek.  Chadwick Bay was incorporated in 2003 as a not for profit corporation and has received 501(c) 3 status.



As stated in the Chadwick Bay Champion Community Strategic Plan of 2006, the vision is "to promote and enhance a comprehensive and integrated regional planning process that identifies priorities and focuses resources on those identified priorities."  The strategic plan focuses on action items and securing funding to accomplish the following goals:

·         Economic development projects

·         Intermunicipal cooperation opportunities

·         Tourism development projects and programs

·         Human services, childcare and housing initiatives



Completed Chadwick Bay Region Strategic Plan

Initiated the preparation of the Chadwick Bay Local Waterfront Revitalization Plan 

Advocated for completion of infrastructure at Chadwick Bay Industrial Park

Millennium Highway Planning

Assist in establishment of the SUNY Fredonia High Technology Incubator Center

Establish Empire Zone designations for targeted industrial development

Assist in the Brownfields redevelopment program

Secure completion of Lake Erie Grape Research Station Modernization Project in conjunction with Cornell Complete Village of Fredonia Canadaway Creekside project

Support wireless broadband initiatives

Completed feasibility study for Chadwick Bay water district

Secured ARC funding ($150,000) for next step of Water district Implementation Plan

Assisted in SMSI grant application for Town of Hanover for water district improvements

Assisted in Planning for construction of bike path in city of Dunkirk - waterfront

Developed West End Water Infrastructure project

Regional  research projects - regional policing study done by SUNY Fredonia

Secured funding for Concord Grape Belt Heritage Project

Encouraged Chautauqua Wine Trail

Supported expanded facilities of Campus & Community Children's Center on SUNY Fredonia

Worked with CHRIC and COI and other housing non-profits to support funding applications

Purchased a Leak Detector to be utilized when needed by any Chadwick Bay community


Current Activities

The CBRDC has applied for and received funding from ARC to create an implementation plan for the Chadwick Bay Regional Water District formation.  Additional grant funding opportunities are being pursued to further promote the Water District and other regional initiatives.

Future Planning & Development

The Board of Directors are seeking member community input to update their Strategic Plan which will incorporate additional regional development initiatives.  To date discussions have focused on activities such as completing a regional Local Waterfront Development Plan (LWRP), supporting Agri-Business development, property tax relief and regional policing opportunities.
